FAA Proposes $80,000 Penalty Against Aviation Management Systems for Hazmat Violations

The Federal Aviation Administration, Western-Pacific Region, has
proposed to assess an $80,000 civil penalty against Aviation
Management Systems, Inc. of Goodyear, Arizona, for allegedly
violating Department of Transportation hazardous materials
regulations.

The FAA alleges that Aviation Management System, Inc.,
improperly offered four shipments containing 11 chemical oxygen
generators, with their means of initiation still attached, to Federal
Express for air transport from Goodyear, Arizona to Sylmar,
California. The oxygen generators were only equipped with one of
the required two positive means to prevent accidental operation.
Oxygen generators may be shipped by air only on cargo aircraft.

Aviation Management Systems, Inc. offered the shipments of
chemical oxygen generators for transportation when they were not
properly classed and approved. Aviation Management Systems,
Inc., also failed to ensure employees were trained to properly
package and handle hazardous shipments, and did not make
available at all times the required emergency response
information.

The company has 30 days from the receipt of the FAA notice to
submit a reply to the agency. This announcement is made in
accordance with the FAA's practice of releasing information to the
public on newly issued enforcement action involving penalties of
$50,000 or more.
